CITY DEVELOPMENT PLAN [20th Aug 2011, Hindustan Times]

 

The final CDP (City Development Plan) for Faridabad has been prepared.This integrates investment needs,project components,strategies and action plan for better implementation of future development projects.This will surely make the industrial city one of the best in Haryana with top-class infrastructure.A SRINIVAS,administrator (HUDA) talks about the plan with A K TIWARY .



How will the CDP make Faridabad one of the top cities of Haryana with top-class infrastructure 

The vision for Faridabad city is an outcome of a series of discussions and consultations held with stakeholders as well through data analysis.The citizens of Faridabad have put forward their thoughts for a planned model city,to promote economic development,safe environment,and world-class infrastructure.With CDP,Faridabad will be the place for safe living in the NCR.The emphasis of vision is comprehensive and multi-dimensional with the focus being on infrastructure,economy and environment.The stakeholders emphasized Faridabad to be a model town that shall be an economically sound city with matching urban services and one which is efficiently governed.Sectoral objectives are derived from this city level vision.The city stakeholders perceive an immense growth in industrialization and expect the service delivery mechanism to be responsive to this demand.It is understood that the industrial base of Faridabad is not just the economic base of the city,but a constituent part of the overall economy of the NCR,implying that the economies are interdependent.What would you like to say There are MNCs,ISO-based industries,medium and small-scale manufacturing units.On the whole,the total number of small,medium and large industries in the Faridabad-Ballabgarh complex stands at about 15,000.The complex provides direct and indirect employment to nearly half a million people.The place is home to many national and MNCs in manufacturing sectors,like Whirlpool,Goodyear,Larsen & Toubro,Asea Brown Boveri,GKN Invel,Woodward Governor and Castrol besides Escorts,Eicher,Cutler Hammer,Hyderabad Asbestos,and Nuchem,which are operating in this belt.The industries and the manufacturing process are largely environmentfriendly.Against the stiff competition from emerging industrial hubs in the context of globalization and industry supporting policies,the city would continue to attract many more large and medium-scale industries.


 

What is the Haryana Urban Development Authority (HUDA) doing to improve the civic amenities 

The CDP also presents an analysis of the ground water quality.The CDP has also observed that the large industrial base of Faridabad is lacking in wastewater treatment facilities and underlined the need for setting up common treatment facilities.The CDP has proposed various improvements in sectors like water supply (treatment facilities); sewerage (treatment facilities),waste management practices,public transport systems,etc,towards reducing the environmental degradation in the city.HUDA has already purchased one hydraulic-operated high-pressure jettingcum-suction machine for cleaning of blocked sewage pipes.The day-to-day maintenance of HUDA area is being properly looked after by the engineering wing.Due to a sharp industrial growth,the population has risen more than 12 times in the last three decades.

 

What plans does HUDA have to tackle the water shortage in summer seasons 

The Municipal Corporation of Faridabad (MCF) is responsible for designing,implementation,operation and maintenance of water supply systems.The main source of water is ground water,drawn from 420 tube wells,followed by rainy wells located along the river.The installed capacity to supply water to the area is 240 mld (million litres per day).The current deficit of 160 mld is largely due to the high industrial demand.The requirement is projected to shoot up to 432 mld by 2021.

This fast growing industrial city has an extra water demand of about 50 mgd (million gallons per day) as of now.The MCF has tapped underground sources near the Yamuna belt,flowing on the east side of Faridabad,and has successfully inaugurated Phase I of rainy well scheme by augmentation of water supply by 10 mgd capacity.

 

Are there any projects to make traffic movement smooth in Faridabad 

Maintenance work of ROB (rail overbridge ) Badkhal is almost done.Traffic is running smoothly over it.However,in view of increased traffic,work on three major projects like ROBs in Sector 59,ROB Badkhal and RUB (rail under-bridge ) are in full swing.

 

Any variations in land use and development plans 

A 20-year Development Plan (2011) was prepared by the Town and Country Planning Department of Haryana for the entire Faridabad Controlled Area (FCA).Given the rapid pace of development,the CDP observed that there is a need for initiating preparation of a revised Development Plan incorporating all the NCR proposals (this would entail and ensure implementation of NCR proposals).CDP also suggested the change in policy of development plan from 20 years to 10 years.

The CDP proposed acquisition of about 465 acres of land by 2011-12 for various sector development proposals by HUDA and MCF and also for various NCR transport proposals.The CDP further suggested framing common building regulations,bylaws for FCA,MCF and HUDA - all DP implementing agencies.These bylaws will also incorporate decongestion proposals like accommodation reservation,introduction of parking norms,zonal regulation,etc.

The majority of the slums are concentrated along the alignment of the Badarpur bypass,the entire area between Old Faridabad and NH-2,and several lands acquired by HUDA for residential and industrial purposes.This is a big hurdle for development.How would HUDA sort out such problems 

The City Development Plan proposes to convert the city into a 'city without slums' by providing safe living environment for urban poor with provision of services (part of overall services programme) and housing.

As part of the housing program,the proposal is to build 15,000 low-cost houses in six years at Rs 1.45 lakh per unit.It is expected that half of the existing slum population will be shifted to these units.The CDP has suggested 10% beneficiary contribution from all slum households proposed to be shifted to the new houses to promote ownership.The remaining slum population will have infrastructure developed and amenities provided for habitable living conditions in situ.

 

Has there been any significant change in the basic living conditions of Faridabad 

Yes,basic living conditions of Faridabad have been improving by the day.As a result,the city is competing well with other NCR cities like Noida and Gurgaon.People from Delhi prefer to shift and settle here because we are trying a lot to provide better facilities and job opportunities.Today,the city has become an industrial hub after a lot of MNCs and foreign investors set shop here.HUDA has earmarked ample land for the development of new sectors and the launch of new residential schemes.

 

What is the progress of the Metro rail project in Faridabad 

The Delhi Metro Rail Corporation has,in a detailed project report,made a provision for nine Metro stations in Faridabad.The Metro will run on a 13.5kmlong stretch in the city.The Metro will enter from Badarpur border from Delhi side and stop at Sarai;YMCA will be the last station.Right now,it is difficult to say when all this will be accomplished.But the project is on the cards and preparations are on in full swing.Places and number of stations have been already decided by DMRC earlier but not finalized.According to the report submitted to the Haryana government,the Metro would take an elevated route in Faridabad.According to the alignment,other stations where the Metro is likely to halt are NHPC,Maharajganj,Sector 27A,Badkhal Chowk,Old Faridabad,Ajroanda,Sector 12 and YMCA.
